The report findsthat when teachers are recruited in the state, fewer women are selected despite the absence of legal or procedural hurdles to appointing women. Women teachers are particularly absent in the sciences and mathematics, leading to the "feminization of subjects," meaning that math and science are broadly considered to be beyond the capacity of female students. The report calls for reconfiguring secondary education to recruit more female teachers and for greater promotion of science and math education to female students.
